About the Working Groups

To assist the Temporary Steering Committee (TSC) in meeting the requirements established by Section 11 of the International Code of Conduct (ICoC), the TSC created three ICoC Working Groups. These Working Groups were tasked with answering specific questions under three broad categories: (1) Assessment, Reporting, and Internal & External Oversight; (2) Resolution of Third Party Grievances; and (3) Independent Governance & Oversight Mechanism Structure, Governance, and Funding.

Working Groups were composed of members chosen by each of the three stakeholder groups. The Working Groups were asked to use the questions contained in the Concept Paper as the starting point for Working Group discussions. The Working Groups reported back to the TSC in August 2011.

The Swiss Government served as a convener to the Working Groups and helped facilitate the Working Group discussions. Drafting Members endeavored to achieve consensus when drafting their report to the TSC. When the Working Groups were unable to reach consensus on issues, the Working Groups provided alternative recommendations in their reports to the TSC.
