Draft Charter for the Oversight Mechanism


The second draft of the charter for the oversight mechanism of the International Code of Conduct for Private Security Service Providers (ICoC) is now available as of 31 January 2013. This draft has been prepared by the Temporary Steering Committee (TSC) of the ICoC on the basis of extensive consultation with stakeholders over the past year. The text will be explained and discussed in detail at the drafting conference in Montreux from 19 - 22 February 2013. The aim of the drafting conference will be to achieve a consensus among participating stakeholders on the final text of the charter for the oversight mechanism. For further details on participation, please contact us. Further efforts will then be required to prepare for the formal launch and establishment of the oversight mechanism at a later date in 2013. 

The comment period for the first Draft Charter closed on 31st March 2012. Comments were received from nearly 40 organisations or individuals, coming from the full range of stakeholders. We would like to thank all those who took the time to review and provide constructive comment on the Draft Charter. The type of comments received range from those proposing minor editorial changes, to those raising substantive issues that will need to be thought through carefully. This was the purpose of the consultation: to enable feedback and constructive criticism so that the drafters of the Charter can better understand what is needed and acceptable to all stakeholders. Also available is an Explanatory Note that sets out an overview of what the Draft Charter aims to cover and a Draft Budget Note for the Oversight Mechanism.
